What is this right?
A bill that suddenly jumps from Rs 4,000 to Rs 50,000 is rarely your fault. Meter tampering accusations, average billing during a faulty meter month, and sudden "detection bills" are routine, and they are routinely reversible. The regulators do work, though slowly.
- Electricity: First-tier complaint with the DISCO (LESCO, IESCO, MEPCO, KE for Karachi, etc.). If unresolved in 30 days, NEPRA Consumer Affairs Department. NEPRA can suspend a wrongful bill, restore connection, fine the DISCO.
- Gas: SNGPL (Punjab/KP) or SSGCL (Sindh/Balochistan) internal escalation. Then OGRA via 1199 helpline or website. OGRA orders are binding on companies.
- Water/sewerage: WASA in major Punjab cities; Karachi Water and Sewerage Board in Karachi; Local Government in others. Internal complaint, then Local Government Department, then High Court for systemic issues.
The most consequential pattern: illegal disconnection. Regulators require notice (typically 7–14 days) before disconnection for non-payment. Disconnections without notice or for disputed bills are reversible by an emergency complaint to NEPRA/OGRA.
