Qatari National Law

What is this right?

Three jobs run in parallel in the first day. Call your bank's fraud line immediately — block the account, freeze the wallet, start a recall on transfers in progress. File the cybercrime complaint via Metrash2 — the MOI's flagship app handles cybercrime reports under Law 14/2014. Preserve evidence — screenshots, WhatsApp / SMS threads, transaction SMS, voice notes.

Emergency: 999. QCB Consumer Protection: 44456412 or 44456456.

When does it apply?

  • An unauthorised debit / credit card transaction or online-banking transaction on your Qatari bank account.
  • You were tricked into authorising a transfer (impersonation — fake bank, fake CID staff, fake customs charge).
  • An OTP or m-banking login was disclosed to a caller who turned out not to be from the bank.
  • An online sale on a Qatari marketplace failed to deliver after payment.
  • SIM-swap fraud — your number was ported without consent.
  • Sextortion or non-consensual imagery — covered by Cybercrime Law Article 8 plus the Data Privacy & Digital Rights category.

What to Do in the First Day After Being Scammed

  1. Call your bank's fraud line. Use the number on the card or in the official banking app. Ask for account block, wallet freeze, and recall on transfers in progress. Get a written reference number.
  2. File the cybercrime complaint via Metrash2. The MOI's flagship app handles cybercrime reporting; in-person at CID Duhail HQ is an alternative.
  3. Identify the applicable Cybercrime Law Article. Article 8 for image-based / privacy offences (up to 3 years / QR 100,000); other Articles cover fraud, hacking, identity theft.
  4. For SIM / telecom scams, also file at CRA (Communications Regulatory Authority). CRA has operational power over Qatari telecom operators including SIM-fraud investigations.
  5. Preserve evidence. Screenshots, transaction SMS, voice recordings, fake-website URLs. Save to cloud immediately.
  6. Change passwords and switch to authenticator-app 2FA. SMS 2FA is defeated by SIM-swap fraud.
  7. Write a one-page timeline. Bank reference, cybercrime complaint number, CRA reference if filed. QCB escalation will ask for them.

What should you NOT do?

  • Don't share OTP or banking credentials with anyone — including someone claiming to be from your bank, QCB, or the MOI. No Qatari bank or government agency will ask for OTP. Voluntary disclosure weakens your refund claim.
  • Don't pay 'recovery agents' charging upfront fees. All Qatari recovery routes (bank, QCB, MOI CID) are free.
  • Don't delete WhatsApp threads, call logs, or fraudulent SMS. Investigation depends on them.
  • Don't post detailed scam facts on Qatari social media before the report is filed. Cybercrime Law Article 8 covers public commentary touching private life.
