What is this right?

Foreign students studying full-time at Singapore institutions need a Student Pass from ICA. Singapore is a major international education hub with a structured pathway from study to employment.

Student Pass:

  • Eligibility: You must be enrolled full-time at an institution approved by the Ministry of Education (MOE), or another relevant Singapore government authority.
  • Application: Apply through ICA's Student's Pass Online Application & Registration (SOLAR) system. Your institution submits the application on your behalf.
  • Application fee: $30. Issuance fee: $60. Multiple Journey Visa (if required): $30.
  • Duration: Valid for the duration of your course, subject to annual renewal.

Working While Studying:

  • Students at approved institutions (most government-funded universities and polytechnics) can work part-time up to 16 hours per week during term time and unlimited hours during official vacation periods.
  • Students at private institutions generally cannot work unless the institution has obtained specific approval from MOM.
  • Industrial attachments and internships that are part of the curriculum are permitted.

Post-Graduation Pathways:

  • Graduates of Singapore institutions can apply for an EP or S Pass through a prospective employer. There is no specific post-study work visa like Australia's subclass 485.
  • Training Employment Pass (TEP): For foreign graduates of Singapore universities awaiting exam results or completing practical training. Valid for up to 3 months.
  • Graduates who received MOE Tuition Grants are required to work in Singapore for a 3-year bond after graduation at a Singapore-registered company.

When does it apply?

  • You are a foreign national accepted into a full-time course at a Singapore educational institution.
  • Your stay in Singapore will exceed 30 days.
  • You want to work part-time during your studies and need to understand the rules.
  • You have graduated and want to transition to a work pass.

What to Do If You Want to Study in Singapore and Need a Student Pass from ICA

  • Apply through SOLAR after receiving your acceptance letter — your institution initiates the application process.
  • Complete your formalities at ICA within the validity period of your In-Principle Approval letter after arriving in Singapore.
  • Confirm part-time work eligibility with your institution before taking any job — not all institutions are approved for student work.
  • Start your job search before graduating if you plan to stay — you need an employer to apply for an EP or S Pass on your behalf. There is no automatic right to stay after your course ends.
  • Understand your bond obligations if you received an MOE Tuition Grant — failing to complete the 3-year bond results in financial penalties.

What should you NOT do?

  • Don't work without authorisation — working without permission is a criminal offence that can result in your Student Pass being revoked, fines, and a ban on future entry.
  • Don't exceed 16 hours per week during term time, even at approved institutions.
  • Don't change institutions or courses without informing ICA — your Student Pass is tied to the specific institution and programme.
  • Don't overstay after your course ends — you must leave Singapore or obtain a different pass. There is no automatic grace period for job hunting.
  • Don't breach your MOE Tuition Grant bond — the financial penalty can be significant (the full tuition grant amount plus interest).
