What is this right?

Foreign students enrolled in full-time courses in Singapore need a Student Pass:

  • Eligibility: You must be enrolled in a full-time course at an institution approved by the Ministry of Education or other relevant authority.
  • Application: Apply via ICA's Student's Pass Online Application & Registration (SOLAR) system.
  • Working while studying: Student Pass holders at certain approved institutions can work part-time up to 16 hours per week during term time (no limit during vacations) — but only if the institution has obtained approval from MOM.
  • Duration: The pass is valid for the duration of the course, subject to renewal.

When does it apply?

  • You are a foreign national accepted into a full-time course at a Singapore educational institution.
  • You need to stay in Singapore for more than 30 days for your studies.

What should you do?

  • Apply through SOLAR after receiving your acceptance letter from the institution.
  • Complete the formalities at ICA within the validity period of your In-Principle Approval.
  • If you want to work part-time, confirm with your institution that they have the necessary MOM approval.
  • Renew your pass before it expires if your course continues.

What should you NOT do?

  • Don't work without authorisation — working without permission is an offence and can result in your pass being revoked.
  • Don't drop out or change courses without informing ICA — your Student Pass is tied to the specific institution and course.
  • Don't overstay after your course ends — you must leave Singapore or obtain a different pass.
