What is this right?

The UAE launched the Involuntary Loss of Employment Insurance Scheme (ILOE) under Federal Decree-Law No. 13 of 2022, in force since 1 January 2023. Subscription deadlines closed in October 2023 — ILOE is now mandatory for almost every private and federal-government employee in the UAE, free zones included (DIFC and ADGM have separate arrangements).

  • Who must subscribe: all UAE/expat employees of private-sector and federal-government employers, regardless of nationality. Investors who own and manage their own businesses, domestic workers, those on temporary contracts (under 6 months), workers under 18, and retirees on pension are excluded.
  • Premium tiers (paid by the employee, not the employer): AED 5/month if basic wage is AED 16,000 or less; AED 10/month if basic wage exceeds AED 16,000. Paid via the ILOE portal, app, kiosks, exchange houses, or banks. Premium periods can be paid monthly, quarterly, semi-annually, or annually.
  • What you get on involuntary termination: 60% of average basic wage of the last 6 months as monthly cash compensation, payable for up to 3 months per claim. Capped at AED 10,000/month (Tier 1, basic ≤ AED 16,000) or AED 20,000/month (Tier 2, basic > AED 16,000).
  • Eligibility: at least 12 consecutive months of paid premiums before termination. Termination must be involuntary (not voluntary resignation, not termination for disciplinary reasons under FDL 33/2021 Article 44, not termination during probation by the employee).
  • Filing deadline: claim must be filed within 30 days of the termination date. Payment is made within 2 weeks of accepted claim. New employment terminates ILOE payments.
  • Lifetime cap: total ILOE benefits paid to a single individual over their working life cannot exceed 12 months of compensation.
  • Non-compliance: employers cannot deduct ILOE premiums or pay them on behalf of employees — this is the worker's individual obligation. Missing premiums for more than 3 months bars the worker from new work permits until cleared (MoHRE service-suspension).

What to Do If You Are Terminated and Need Unemployment Insurance Benefits in the UAE

  • If you haven't subscribed yet, do it immediately via the ILOE portal at iloe.ae, the ILOE app, or any approved exchange/bank. Continuous payment matters more than catching up missed past premiums.
  • On termination: within 30 days, log in to iloe.ae, file the claim with your termination letter and EID. Payment arrives within 2 weeks of approval.
  • Disputes: if MoHRE refuses to confirm involuntary termination, escalate through the MoHRE complaint channel (FDL 9/2024 fast-track applies to wage-related disputes up to AED 50,000). The ILOE benefit is separate from end-of-service gratuity — you can claim both.
