UAE Federal Law

What is this right?

The midday-break rule is the UAE's most visible workplace-safety law — and the one most regularly breached on summer construction sites despite repeat enforcement campaigns by MoHRE inspectors.

  • Midday work ban: from 15 June to 15 September, outdoor work is prohibited between 12:30 PM and 3:00 PM. Heat stroke kills in the Gulf — this rule exists because workers were dying.
  • Safety equipment: the employer pays for all PPE. Helmets, harnesses, boots, gloves — never your money.
  • Training: workers must be trained on the hazards of the job before being put on it.
  • Injury reporting: work-related injuries and illnesses are reported to MoHRE. The employer pays the medical bill.
  • Refusal of unsafe work: you can refuse a task that poses a serious, immediate threat to your life or health — and you can't be fired for it.

When does it apply?

  • The midday work ban applies to all outdoor workers in the private sector, including construction, agriculture, and delivery workers.
  • General workplace safety rules apply to all private-sector workers.
  • Some free zones have their own additional safety regulations.

What to Do If You Are Forced to Work During the UAE Midday Ban

  • Asked to work outside during the midday ban? Report it the same day — MoHRE app, 600-590000, or anonymously at any Tasheel centre.
  • You can file anonymously. MoHRE runs surprise site visits across construction and industrial sites every summer.
  • Hurt at work: get medical treatment first, then report the injury to MoHRE within 48 hours. The employer pays.
  • Document every safety concern you raise — date, what you said, who you said it to. If retaliation comes later, that record is your defence.

What should you NOT do?

  • Don't work through the midday ban. The employer can be fined up to AED 5,000 per worker per violation.
  • Don't shake off heat-stress symptoms. Dizziness, nausea, confusion — those aren't tiredness, they're heat stroke, and it can kill you within an hour.
  • Don't pay for your own PPE. Helmet, boots, harness, gloves — always the employer's bill.
