How Victoria differs from federal law
Victoria's Consumer Legislation Amendment Act 2025 (Vic) establishes the Portable Rental Bonds Scheme, which launches in the first half of 2026 and lets eligible renters transfer their bond directly to the next tenancy without paying a second deposit upfront — Consumer Affairs Victoria guarantees the original amount to the outgoing rental provider until the bond claim is finalised. The Act also bans third-party 'rent-tech' platform fees and extends the existing minimum safety standards to every residential rental agreement regardless of when it started.

At the start of every new fixed-term lease (or conversion to periodic), ceiling insulation must be installed where absent, a 4-star showerhead fitted, and cooling provided in the main living area; end-of-life heating and hot-water systems must be replaced with efficient electric units (heat-pump hot water or reverse-cycle air-conditioning).
- From 1 July 2027 external doors, windows, and wall vents must be draught-proofed. Exemptions apply for apartment buildings where the ceiling/heating system is common property.
