What is this right?
Kuwait does not have a formal permanent residency program. There is no Golden Visa, Premium Residency, or equivalent long-term residency scheme. This is the most restrictive approach in the Gulf:
- No PR pathway: Unlike the UAE (Golden Visa), Saudi Arabia (Premium Residency), Qatar (Permanent Residency Card), or Bahrain (Golden Residency), Kuwait offers no pathway to permanent or long-term residency independent of employer sponsorship.
- Indefinite renewal: The only way to maintain residency is through continuous employer sponsorship. Under Ministerial Resolution No. 2249 of 2025 (Executive Regulations of the Foreigners' Residence Law, in force from 23 December 2025), general residency permits can now be issued for up to 5 years (previously typically 2 years), and foreign property owners and their children can obtain residency for up to 10 years. There is no cap on renewals, so some foreign residents have lived in Kuwait for decades through continuous employment.
- Exit permits for domestic workers (Resolution 2249/2025): Domestic workers who leave Kuwait must return within 4 months or their residence permit is cancelled unless an official exit permit is obtained. General visa fees were also standardised at KD 10 per month for entry and visit visas.
- Age limit: Kuwait has periodically enforced or discussed age limits on residency — there have been proposals to not renew residency for workers over 60 (with certain exemptions for high-earning professionals). These rules change, so check current regulations.
- No self-sponsorship: There is no Flexi Permit or self-sponsored visa option. You must always have an employer sponsor (except for business visa holders under Article 22).
- Business visa (Article 22): The closest alternative to self-sponsorship — available to company owners and investors. Requires establishing a business in Kuwait with a Kuwaiti partner (51% Kuwaiti ownership requirement for most sectors).
