What is this right?
Working in Kuwait requires a work permit from PAM and a residence visa from MOI. The kafala system remains largely intact:
- Article 18 Visa (Private Sector): The standard employer-sponsored work visa. Your employer (kafeel/sponsor) applies through PAM for a work permit, then processes your residence visa through MOI. Valid for 2 years, renewable. The most common visa type for foreign workers.
- Article 17 Visa (Dependent Work): For dependents already in Kuwait (such as spouses on family visas) who want to work. Allows you to work without a separate employer sponsor — your residence is tied to your family sponsor while you hold a separate work permit.
- Article 20 Visa (Government): For workers employed by the Kuwait government or government-affiliated entities.
- Article 22 Visa (Business): For company owners and business investors.
- Kafala system: Kuwait's sponsorship system remains one of the most restrictive in the Gulf. Workers generally cannot change employers without their current sponsor's release (No Objection Certificate). Recent ministerial decisions have allowed limited transfers in cases of abuse, non-payment, or contract expiry, but the process is difficult.
- Kuwaitization: Kuwait restricts certain jobs and professions to Kuwaiti nationals. PAM maintains a list of professions where foreign workers cannot be hired.
