Housing Rights
Tenant protections, rent controls, eviction rules, and the Public Authority for Housing Welfare (PAHW) under Kuwait's Rent Law No. 35 of 1978.
Covered in this guide:
Your tenancy in Kuwait is governed by Law No. 35 of 1978 on Tenancy of Properties, with strong tenant protections — you can stay at lease end under the same terms unless the landlord proves valid grounds in court. Rent increases need proper notice and must be reasonable. Security deposits are typically 1-2 months' rent; landlords cover structural maintenance. Foreigners generally can't own freehold property except in investment zones. Disputes go to the Rent Disputes Committee at the Municipality. Kuwaiti citizens can apply for housing through PAHW under Law No. 47 of 1993, though waitlists run 10-15 years.
