Qatari National Law

What is this right?

Qatar enacted standalone domestic violence legislation in 2020 — Law No. 16 of 2020 on Family Cohesion and Protection from Domestic Violence — making it one of the few Gulf states with a dedicated DV law rather than relying solely on general assault provisions:

  • Physical, psychological, sexual, and economic abuse within the family are all recognized forms of domestic violence under the law.
  • Victims can obtain protection orders from the court, which can order the abuser to leave the family home and stay away.
  • The law covers spouses, children, parents, and other family members living in the same household.
  • Penalties include imprisonment of up to 3 years and fines up to QAR 15,000 for domestic violence offences.
  • A dedicated Family Cohesion Section was established within the Ministry of Social Development to handle complaints and coordinate support.

When does it apply?

  • You or a family member are experiencing physical, emotional, sexual, or economic abuse at home.
  • You need a protection order to keep an abuser away from you or your children.
  • You are a child or elderly person being mistreated by a family member.

What to Do If You Are Experiencing Domestic Violence in Qatar

  • In immediate danger, call 999 (police emergency).
  • File a complaint with the Family Cohesion Section at the Ministry of Social Development and Family.
  • Request a protection order from the court — this can be done through the Family Cohesion Section or directly.
  • Contact the Qatar Foundation for Social Work (Aman shelter) for emergency shelter and support services.
  • Seek medical attention and document any injuries with photos and medical reports.

What should you NOT do?

  • Do not stay silent. Domestic violence is a criminal offence in Qatar and dedicated support systems exist.
  • Do not return to the abuser without a safety plan and legal protections (protection order) in place.
  • Do not destroy evidence of abuse — messages, photos of injuries, and medical reports are critical for criminal prosecution and protection orders.
