Qatar's National Health Insurance Scheme (Seha) ensures mandatory health coverage for all residents:

  • All residents — citizens and expatriates — must have health coverage. Qatari citizens receive government-funded healthcare through HMC and PHCC at no cost.
  • Employers must provide health insurance for expatriate employees as part of their employment terms.
  • The insurance must cover essential services including consultations, hospitalization, emergency care, and prescribed medications.
  • Dependents of sponsored workers should also be covered under the employer's or sponsor's insurance plan.
  • Hamad Medical Corporation (HMC) provides subsidized emergency and specialist care to all residents, even those with private insurance.

The Ministry of Public Health (MOPH) oversees the implementation and sets minimum coverage standards.
