What is this right?

Qatar requires health insurance coverage for all residents:

  • Qatar enacted mandatory health insurance in 2022, requiring all residents (citizens and expatriates) to have health coverage.
  • Qatari citizens receive government-funded healthcare through public facilities.
  • Employers must provide health insurance for expatriate employees as part of their employment terms.
  • The insurance must cover essential services including consultations, hospitalization, emergency care, and prescribed medications.
  • Dependents of sponsored workers should also be covered under the employer's or sponsor's insurance plan.

The Ministry of Public Health oversees the implementation and sets minimum coverage standards.

When does it apply?

  • You are a resident of Qatar (citizen or expatriate).
  • Your employer has not provided you with health insurance.
  • You need medical treatment and are unsure about your coverage.

What should you do?

  • Confirm your health insurance coverage with your employer and obtain your insurance card.
  • If your employer has not provided insurance, report them to the Ministry of Labour.
  • Register with a primary healthcare center (PHCC) for routine care using your QID.
  • Keep your insurance card and QID with you when visiting any healthcare facility.

What should you NOT do?

  • Do not delay seeking treatment because you are unsure about insurance. Emergency care is available regardless.
  • Do not accept an employer's claim that health insurance is not required. It is mandatory by law.
  • Do not use someone else's insurance card. This is fraud and carries penalties.
