What is this right?

Everyone in Qatar has the right to emergency medical treatment:

  • Hospitals and emergency departments must provide emergency treatment to anyone, regardless of nationality, insurance status, or ability to pay.
  • Hamad Medical Corporation (HMC) operates the main public hospitals and emergency departments across Qatar.
  • The ambulance service can be reached at 999 for emergencies.
  • Emergency care includes stabilization and treatment of life-threatening conditions.
  • You cannot be turned away from an emergency department for financial reasons.

When does it apply?

  • You or someone near you has a medical emergency.
  • You are refused emergency treatment at a hospital.
  • You need emergency care but do not have insurance or identification.

What should you do?

  • Call 999 for ambulance services in an emergency.
  • Go to the nearest hospital emergency department for urgent care.
  • Bring your QID and insurance card if available, but do not delay treatment to find them.
  • If refused treatment, report it to the Ministry of Public Health.

What should you NOT do?

  • Do not delay going to the emergency room because of concerns about cost. Stabilization is provided regardless.
  • Do not use emergency departments for non-urgent issues. Use primary healthcare centers for routine care.
  • Do not leave the hospital before being cleared by a doctor, even if you feel better.
