What is this right?

Foreign residents need visas to leave Saudi Arabia — but the LRI reforms mean you no longer need your employer's permission in most cases:

  • Exit/re-entry visa: Allows you to leave Saudi Arabia and return within a specified period (single or multiple trips). Under the LRI, private-sector workers can now apply independently through Absher without employer approval.
  • Final exit visa: Issued when you are permanently leaving the Kingdom. Under the LRI, workers can request this independently through Absher after their contract ends or after giving proper notice.
  • Employer notification: The employer is notified through the Muqeem platform when you request an exit visa, but they cannot block it for LRI-eligible workers.
  • Return deadline: Exit/re-entry visas have a set return date. Failing to return by that date can trigger Iqama cancellation and re-entry bans.
  • Clearance requirements: For final exit, you must settle outstanding obligations — traffic fines (checked through Absher), debts, pending legal cases, and any court judgements.

When does it apply?

  • You are a foreign resident who wants to travel outside Saudi Arabia temporarily or leave permanently.
  • Your employer is refusing to issue an exit visa despite you meeting LRI conditions.
  • You want to leave the Kingdom permanently after ending your employment.

What to Do If Your Employer Is Blocking Your Exit Visa Application in Saudi Arabia

  • Apply through Absher — the app allows you to request both exit/re-entry and final exit visas independently.
  • Check for outstanding obligations through Absher before applying for final exit — unpaid traffic fines, utility bills, or court orders can block your departure.
  • Note the return date on your exit/re-entry visa and return on time. Set a reminder in the Absher app.
  • If your request is blocked, contact MHRSD (19911) or visit a Jawazat (passport) office directly with your documentation.

What should you NOT do?

  • Do not overstay your exit/re-entry visa — returning late can trigger Iqama cancellation, re-entry bans, and fines.
  • Do not leave outstanding fines or debts — the system cross-checks Absher, traffic, and court records before issuing a final exit visa.
  • Do not assume your employer can block your exit — under the LRI, private-sector workers have independent access through Absher. If blocked, escalate immediately.
