What is this right?

Bahrain monitors prices on essential goods through the MOIC, with stricter enforcement since the introduction of 10% VAT in 2022:

  • Essential goods monitoring: The MOIC tracks prices of basic food items (rice, flour, cooking oil), fuel, and construction materials. Inspectors conduct regular market surveys and compare prices across retailers.
  • Price gouging prohibited: Artificially inflating prices during crises, supply shortages, or seasonal demand spikes is a criminal offence. The MOIC can impose immediate fines and refer cases for prosecution.
  • Government subsidies: Bahrain subsidises certain staples (flour, meat) to keep them affordable. These subsidies are distributed through licensed retailers and reviewed periodically.
  • VAT-inclusive display: Since the 10% VAT increase in January 2022, all retailers must display final VAT-inclusive prices on products and shelves. Charging more than the displayed price is a violation.
  • Anti-hoarding: Stockpiling goods to create artificial scarcity and drive up prices is prohibited — the MOIC can inspect warehouses and impose penalties.

When does it apply?

  • You noticed a sudden or unjustified price increase on essential goods.
  • A shop is charging more at checkout than the displayed shelf price.
  • A retailer is adding VAT on top of the displayed price rather than including it.

What to Do If a Retailer Charges More Than the Displayed Price or Adds VAT on Top in Bahrain

  • Check the displayed price before purchasing — compare it to what you are charged at checkout.
  • Report overcharging, price gouging, or VAT display violations to the MOIC by calling 17574999.
  • Take photos of price tags and your receipt showing the discrepancy — this is the fastest way to get the MOIC to act.
  • For widespread price issues affecting a neighbourhood or product category, provide the location, business name, and specific products so the MOIC can target inspections.

What should you NOT do?

  • Do not pay without checking — always verify the charged amount matches the shelf price.
  • Do not panic buy during shortages — bulk buying contributes to the hoarding cycle and drives up prices for everyone.
  • Do not assume all prices are regulated — only certain essential goods have price controls; most products follow market pricing.
