What is this right?
Retired Kuwaiti citizens continue to receive healthcare coverage, while retired expatriates face different rules:
- Kuwaiti retirees continue to receive free public healthcare for life, including access to all MOH facilities.
- Retirees may also access government-funded overseas treatment for conditions not treatable in Kuwait, subject to MOH approval.
- Expatriate retirees who no longer have a residence permit lose access to public healthcare and must rely on private insurance or return to their home country.
- Some expatriate retirees may stay in Kuwait on a dependent visa (sponsored by a working family member) and maintain access to health services through the annual fee.
- The Public Institution for Social Security (PIFSS) manages pension and post-retirement benefits for Kuwaiti citizens.
When does it apply?
- You are a Kuwaiti citizen approaching retirement and want to understand your ongoing health benefits.
- You are an expatriate nearing retirement age and need to plan for healthcare after your work visa ends.
- You need medical treatment abroad and want to know if the government will cover it.
What should you do?
- Kuwaiti retirees: Register with your local polyclinic and continue using MOH services as before — no additional registration is needed.
- If you need overseas treatment, apply through the MOH medical committee — they assess whether the treatment is available locally first.
- Expatriate retirees: Plan ahead — purchase private health insurance or arrange to transfer to a dependent visa to maintain coverage.
- Check with PIFSS about any supplementary health benefits included in your pension.
What should you NOT do?
- Do not assume overseas treatment is automatically covered — you must apply through the MOH process.
- Do not wait until retirement to plan healthcare — expatriates especially should arrange coverage well in advance.
- Do not let your health insurance lapse during the transition to retirement — gaps in coverage can leave you unprotected.
