What is this right?
Oman has partially reformed its kafala system to give workers greater mobility through the labour clearance card system:
- Labour clearance card: Workers transferring between employers must obtain a labour clearance card from the Ministry of Labour (Manpower Ministry), which confirms the previous employment relationship has ended properly.
- Transfer conditions: The worker must have completed the probation period and given proper notice. The transfer must comply with Omanisation requirements.
- NOC reforms: Recent reforms have reduced the mandatory no-objection certificate (NOC) requirement for most employer transfers, though employer notification is still expected.
- Grace period: After leaving an employer, you have a grace period to find a new sponsor before your visa expires.
- Contract completion: If your fixed-term contract has ended, you can transfer with fewer restrictions using the labour clearance card.
