Oman is home to approximately 1.8 million foreign workers who make up roughly 40% of the total population — a lower ratio than other GCC states. Immigration is governed primarily by the Foreigners Residence Law (Royal Decree No. 16 of 1995) and the Labour Law (Royal Decree No. 35 of 2003), administered by the Royal Oman Police (ROP) for residency matters and the Ministry of Labour for work permits.

Oman has introduced selective reforms to its sponsorship system. The Investor Residency program (Royal Decree No. 6 of 2021) offers 5-10 year visas for qualifying investors. The Talented Residency program targets skilled professionals and entrepreneurs. Workers can now obtain a Labour Clearance Card to transfer between employers, partially reforming the kafala system. Oman has also implemented an aggressive Omanisation policy, reserving many private-sector jobs for Omani nationals.

All foreign residents must hold a valid residence card and register with the ROP. Key platforms include the ROP portal (rop.gov.om) for visa and residence services, the Invest Easy portal (investeasy.gov.om) for business and investor visas, and the Ministry of Labour portal for work permits and labour clearance.
