What is this right?
Oman does not have a formal asylum or refugee system. It is not a signatory to the 1951 Refugee Convention or its 1967 Protocol. There is no legal procedure to apply for asylum or refugee status. However, some limited protections exist:
- No formal asylum process: Oman does not accept asylum applications and has no refugee determination procedure.
- UNHCR: UNHCR does not maintain a full country office in Oman. Persons seeking international protection would need to contact the UNHCR regional office for guidance.
- Anti-trafficking protections: Under the Anti-Trafficking in Persons Law (Royal Decree No. 126 of 2008), victims of human trafficking receive temporary residence, shelter, medical care, and legal representation. Oman operates a victim support shelter. Report trafficking to the ROP (9999).
- Ad hoc protection: Oman has, on occasion, provided temporary residence to nationals of neighboring countries during conflicts. These are discretionary decisions based on bilateral relationships.
- Domestic violence support: Victims of domestic violence can contact the Ministry of Social Development for assistance regardless of immigration status.
