What is this right?
Saudi citizenship is extremely restricted and is not available through a standard application process for most foreigners. The Kingdom grants nationality almost exclusively by royal decree:
- By birth (patrilineal): A child born to a Saudi father is automatically a Saudi citizen regardless of where the child is born. Citizenship is not granted through the mother — children of Saudi mothers and foreign fathers are not automatically citizens.
- By marriage: A foreign woman married to a Saudi man may apply for citizenship after a waiting period, but approval is not guaranteed and is at the discretion of the Ministry of Interior. Foreign men married to Saudi women have no pathway to citizenship through marriage.
- Naturalization (general): Under the Saudi Nationality Law, a foreigner may apply for citizenship after 10 consecutive years of legal residence, with Arabic language proficiency, lawful employment, and no criminal record. In practice, approvals are exceedingly rare and reserved for Arab and Muslim applicants.
- Exceptional talent (2021): Saudi Arabia announced a pathway to naturalize exceptional scientists, doctors, researchers, athletes, and talented individuals. Candidates are typically identified and nominated by government entities. Direct applications are not standard.
- Dual nationality: Saudi Arabia does not allow dual nationality. Citizens who acquire another nationality may lose their Saudi citizenship. Naturalized citizens must renounce their original nationality.
Realistic expectation: For the vast majority of foreign residents, Saudi citizenship is not achievable. The Premium Residency program (SAR 800,000 permanent or SAR 100,000/year) is the practical alternative for long-term residence. Citizenship remains a sovereign discretionary decision by the Saudi government.
