What is this right?
Oman introduced mandatory health insurance to ensure everyone has access to healthcare:
- Employer obligation: All employers must provide health insurance coverage for their expatriate employees. Failure to do so is a legal violation.
- Minimum coverage: Insurance policies must meet minimum benefit standards set by the government, including hospitalisation, outpatient care, and emergency treatment.
- Omani nationals: Omani citizens receive healthcare through government hospitals and health centres funded by the state. The mandatory insurance scheme primarily targets expatriate workers.
- Dependants: Employers may be required to cover dependants of sponsored employees, depending on the regulations.
- Penalties: Employers who fail to provide insurance face fines and potential suspension of their ability to hire new workers.
When does it apply?
- You are an expatriate worker in Oman — your employer must provide you with health insurance.
- You are an employer hiring foreign workers — you must arrange health insurance before they start work.
- You are an Omani citizen — you are entitled to government-funded healthcare at public facilities.
What should you do?
- Ask your employer for your health insurance card and policy details.
- Verify that your insurance meets the minimum coverage standards — check what is included and excluded.
- If your employer has not provided insurance, file a complaint with the Ministry of Labour.
- Keep your insurance card with you at all times for emergencies.
What should you NOT do?
- Do not accept employment without health insurance — it is your legal right.
- Do not pay for your own insurance if your employer is required to provide it — the cost is the employer's responsibility.
- Do not delay seeking treatment because you are unsure about coverage — emergency care is always covered.
